Republic Day Speech, 2022

SPEECH ON THE OCCASION OF THE REPUBLIC DAY, 2022.

My dear fellow citizens of Meghalaya,

                        On the occasion of the 73nd Republic Day and in the 50th year of the statehood of Meghalaya, I convey my heartfelt greetings to all the citizens of the State.

1.         On this Day, we salute the values of our democracy and reaffirm our commitment to liberty, fraternity and equality among all our citizens. Let us on this day pay homage to all the freedom fighters who fought for our country’s Independence. Let us remember with reverence, Meghalaya’s own patriots, namely, U Tirot Sing, U Kiang Nangbah and Pa Togan N. Sangma and many other unsung heroes.I would also like to greet the members of the Armed Forces, the Paramilitary Forces and the Police Force for their selfless services rendered in order to ensure safety for all citizens.

2.         Meghalaya was carved out of Assam as an autonomous state in April 1970 and was declared a full-fledged state on 21st January 1972. The State has witnessed a remarkable journey over the last fifty years and has seen significant changes and developments.  As we celebrate this momentous milestone in the history of our beautiful state Meghalaya, it is indeed a proud privilege for me to extend my heartiest greetings to the people of the state on completion of 50 eventful years of statehood. As we celebrate the State’s achievements, we must also turn the pages of time to remember and pay tribute to the sacrifices made by the great leaders of the Hill State Movement who, through their vision and determination, ensured that we are blessed with a State we can proudly call our own.

3.         A comparison of the significant indicators over the last 50 years will show that our State has traversed through paths of progress and development. For instance, in 1971, the population of Meghalaya was only 10,11,699 which has now increased to almost 34 lakh in 2021. The density has increased to 132 persons per sq.km in 2011 from 45 persons per sq.km in 1971.  The literacy rate has improved to 74.43% in 2011 from 29.49%. Similarly, the State has seen significant developments in all the other sectors like health, agriculture, power, tourism, road and communication. The length of National Highway in the State is more than 1,100 Km today which was around 150 Km in 1972. The installed power generation capacity in the State has jumped by over 500% from 60 MW to 353 MW today.

4.         During the year 2021-22, the overall Law and Order in the State was peaceful. Various festivals including National Day celebrations passed off peacefully. We are committed to resolve the long pending border dispute between Assam and Meghalaya to usher peace and development of our citizens living in border areas. Towards this goal and with a firm resolution to end this dispute, the Chief Ministers of both states have had several meetings in the last six months. The Committees have carried out field visits and joint inspections with their counterpart Regional Committees from Assam and carried out consultations with the people living in the villages, the traditional heads, district councils and all other stakeholders. Both the Chief Ministers of Assam and Meghalaya met the Union Home Minister on 20th January, 2022 in New Delhi wherein the report was submitted which will be examined by the Ministry of Home Affairs.

5.         Infrastructure like roads, health care, drinking water supply and power are key enablers of growth of the economy. In the roads sector, expansion and rehabilitation work for some of the important major district roads under the Rs. 1,100 crores World Bank funded Integrated Transport Project is making steady progress. We have built over 1,200 km of rural roads under PMGSY over the past three years. In the last one year, the State Government built an average of 60 km of roads every month.

6.         Ensuring that all citizens of the state get drinking water supply at their doorstep has been a priority of this Government. Sustained efforts are being made for installation of Functional Household Tap Connection at every rural household by December, 2022 against the national target of December, 2024 under the Jal Jeevan Mission (JJM) scheme. While in 2019, only about 4,500 households had access to tap water supply, today the coverage has increased to over 2 lakhs households. We are the second most improved State in India and we are striving to cover all the remaining households by the end of this year.

7.         In the health sector, State Government has initiated the Meghalaya Health Systems Strengthening (MHSS) Project with funding from the World Bank to infuse around Rs. 350 crore in a span of five (5) years to improve health care infrastructure in the State. In the first phase health care facilities in 156 institutions shall be improved, which shall include renovation and establishment of new infrastructure in various Districts of the State. Innovations like usage of drones to transport life saving medicines during the critical hour and logistics will be piloted under the Project. The ultimate aim of the project is to enhance the life span of every resident of the State from the present average of 62.7 years to 72 years in a holistic manner. A number of health care facilities are due to be inaugurated in the year 2022-23 including Jowai MCH in West Jaintia Hills, Nongstoin MCH in West Khasi Hills and Khliehriat 100 bedded Hospital in East Jaintia Hills, Lawbah PHC in East Khasi Hills, Marmain PHC in RiBhoi and Kasiabari PHC in West Garo Hills.

8.         In the power sector, as part of the North Eastern Region Power System Improvement Project implemented in Meghalaya Construction of new 33/11 KV Substations at Chibinang, Mawpat, Raksamgre, Mawkynrew, Sutnga have been completed. Augmentation of existing 33/11 KV Substation at SE Falls Substation, Phulbari and 33 KV line extensions from Jongksha to Mawkynrew along with Bay extension at Jongksha have also been completed. Under the Asian Development Bank (ADB) funding, works which are in progress are Construction of new and capacity expansion of 69 numbers of 33/11KV Substations in Meghalaya, Installation of new 33KV & 11KV Lines and re-conductoring, augmentation & replacement of existing 33KV & 11KV Lines and Metering Infrastructure Improvement for both single phase and three phase consumers. The project will strengthen and modernize the power distribution network, reduce technical and commercial losses, and improve the power quality of the distribution network in Meghalaya State. We are hopeful that the Ganol Hydro Electric project will be completed and commissioned by this year to coincide with the Golden jubilee celebrations of the State.

9.         The State Government is also keen to provide more funds for infrastructure development. NABARD Infrastructure Development Assistance (NIDA) is a new line of credit designed for funding rural infrastructure projects. The State Government is proposing to finance key infrastructure projects through NIDA and has identified MIDFC as the designated Special Purpose Vehicle for accessing the funds for projects sanctioned under NIDA. So far 253 numbers of Projects submitted at an estimated cost of ₹1326.92 crores.

10.       The work for the new Meghalaya Legislative Assembly building at New Shillong is progressing very well and will be completed this year. With a view to plan the future expansion of New Shillong, the Urban Affairs Department has acquired land measuring 807 hectares at Mawpdang, Mawkhanu. We are hopeful of making this area an administrative hub for both State and Central government institutions. Under Shillong Smart City, the work for reconstruction of the Laitumkhrah Market, construction of Polo Commercial Complex, rainwater harvesting at selected locations across the city, Umkhrah River cleaning and construction of Tourism & Cultural Centre at Police Bazaar are in progress.

11.       Tourism is another important sector that has to be the growth engine of the State. Our vision is to increase the contribution of tourism to the GSDP from about 3% at present to about 15% in the next decade. This is possible and huge investments are being made in this sector that will have a multiplier effect in generating employment especially for the youth. The biggest of these is the Meghalaya Eco Tourism Infrastructure Development Project (MEIDP), an Externally Aided Project under New Development Bank for a cost of Rs. 750 crores has also been initiated in the State to create iconic infrastructure at some of the key tourist destinations like Sohra, Shillong, Tura and accommodation units in villages like Kongthong. We are proud to say that Kongthong village in East Khasi Hills was one of three villages nominated from India for the United Nations World Tourism Organization (UNWTO) Best Tourism Village Award. To showcase the unique culture arts, crafts and handloom of the state, the Tourism Department launched the Meghalayan Age Store in the National Capital, New Delhi on 9thDecember, 2021. The Meghalaya Locality Beautification and Enhancement Competition was launched to rejuvenate and beautify towns and localities of the state. Catalytic grants were released to localities through the Deputy Commissioners to undertake painting works and repairing of publicly visible walls and surfaces and to undertake street arts, etc. Further with an aim to construct 500 homestays in the coming financial year, the Meghalaya Homestays Scheme in a convergence scheme with the Prime Minister Employment Generation Programme (PMEGP) has also been launched.

12.       Coming to the primary sector, Agriculture is a very important sector for the economy and farmer’s welfare a top priority. The State Government launched the FOCUS program - Farmers’ Collectivization for Upscaling of Production and Marketing Systems as a flagship initiative to provide market access and financial assistance to farmers. Under this initiative the Government is committed to assisting our farmers, who form the backbone of our rural economy by the formation of Producer Groups (PGs). Till date, we have formed around 3,500 Producer Groups comprising farmers from 46,000 households. In this golden jubilee year, we will make every effort to reach all the 4.5 lakhs farming households of the State. We are also supporting the SHG movement to economically and socially empower women. In just over three years, we have formed over 28,000 SHGs which is a five fold jump from the 5,500 SHGs that we had in 2018.

13.       The Sericulture and Weaving sector plays an important role in poverty alleviation. Being labour intensive it generates employment opportunities especially for women.A Design Innovation Resource Centre (DIRC) in collaboration with NIFT has recently been setup for showcasing and Design Development of Eri Fabric (Ryndia) at the State’s very first Eri Silk Village at Raid Nongtluh, Umden-Diwon. The Integrated Textiles Tourism Complex at Nongpoh is at an advanced stage of completion.

14.       The Community & Rural Development Department continues to implement various poverty alleviation programmes in rural areas. In MGNREGS, Meghalaya today ranks 3rd nationally in demand-based employment generation. Last year we successfully transferred Rs. 14,500/- to every rural household for the effective implementation of this program. Under the Pradhan Mantri Awaas Yojana (Grameen) (PMAY-G), during 2021-22, an amount of Rs.5408 lakhs was spent and 6640 numbers of houses were completed.  

15.       Fisheries is another important sector for the rural people. The implementation of second phase of the Meghalaya State Aquaculture Mission launched has been able to improve the fish production from 12329.851 MT in 2016-17 to 16123 MT in 2020-21. Fish seed production has also significantly increased from 8.82 million in 2016-17 to 13.79 million in 2020-21. 

16.       The State of Meghalaya is making rapid strides in education. The Shillong Government College of Engineering and the College of Architecture & Urban Planning, Tura will be made operational this year. Further, two New Model Degree Colleges are being set up at Patharkhmah and Rongjeng. Further, upgradation works are being undertaken for three existing degree colleges viz, Nongtalang College, Nongtalang, Mendipathar College, Mendipathar and SngapSyiem College, Mawkyrwat to Model Degree College. Work for the construction of Capt. Williamson Sangma Technical University, the first technical university of the State at Tura is progressing very well with overall progress of work at 90%. The plan to set up residential schools under the umbrella of EMRS is on going.   

17.       Under the Pradhan Mantri Garib Kalyan Yojana (PMGKAY) the State Government continues to provide additional food grains at 5 Kgs of rice per person per month, free of cost with effect from May 2021 to November, 2021 to all the beneficiaries who are covered under theNational Food Security Act.The Department is streamlining the public distribution system by implementing the Fair Price Shop Automation project wherein 4733 electronic point of sale (e-POS)devices have been deployed in all fair price shops in the state. The State Government has also been able to roll out an innovative scheme called One Nation One Ration Card (ONORC).

18.       We are proud of the rich culture and heritage of the State and the State Government gives great impetus to the promotion of art and culture. The Shillong International Centre for Performing Arts & Culture (SICPAC) is nearing completion and will very soon start functioning. The work for the Tribal Research Institute, at Chidekgre (Babadam), in West Garo Hills District is progressing well and once this is inaugurated it will become a resource for research in tribal studies not only for the State but the entire North East.

19.       The Transport Department has taken up the various schemes and programme for improvement of the transport sector in the State. Air connectivity is crucial for the growth of the state, especially the travel and tourism sector. The Airport is currently operating around 8 (eight) flights connecting, Kolkata, Guwahati, Aizawl, Agartala, Dimapur and Imphal. More flights are expected to be introduced to connect to other regions as well. The foundation stone for setting up the Inspection & Certification Centre (I&CC) at MTC Workshop premises at Shillong was laid recently. This will help in automated testing of the fitness of vehicles.

20.       We are proud of our forest cover and the State Government is committed to conservation of forests and environment for sustainable development. Working Schemes for 19 (nineteen) more Community and Private owned forests covering an area of 1797 hectares has been prepared during 2021-2022. For reclamation through afforestation of abandoned coal mining areas, more than 9 lakhs seedlings have been raised under MEPRF and about 2 lakhs saplings have been distributed to the public. Works for setting up Meghalaya State Zoo, Umtrew, Ri-Bhoi District at an estimated cost of 35 crores is in progress and likely to complete soon. In order to conserve, protect and judiciously use the natural resources of the State, Government has effected major amendments to the Meghalaya Forest Regulation, 1973.

21.       The youth comprises almost 31% of the State’s population and to cater to their needs and aspirations the Meghalaya Youth Policy was approved by the State Government in September 2021. The policy lays out a clear framework to enable our youth to realise their full potential including in the field of sports. The setting up of quality sporting infrastructure is crucial for the youth to build their skills in sports. Towards this end construction of the P.A. Sangma Integrated Sports Complex at Tura is progressing well and construction for a world class indoor stadium in the fifth ground of the JN complex at Polo Grounds in Shillong will also be started this year. A large youth engagement program, where about 10,000 youth will be trained in skills and talents is being launched.

22.       Improving the overall governance of the State has been a priority. The State Government has progressively implemented Ease of Doing Business (EODB) reforms. The State is also proactively identifying burdensome compliances in order to eventually remove, minimize and simplify them. NITI Aayog recently lauded the state as one of the top performing states in the North East in reducing compliance burden.

23.       The Government of Meghalaya is committed to achieving the United Nation Sustainable Development Goals (SDGs) Agenda 2030. The state has seen an improvement in the performance in term of Sustainable Development Goals (SDGs) as reflected in the SDG India Index released annually by the NITI Aayog. The state has also initiated a process of ranking the Districts based on the SDG scores and preparing a District level SDG Action Plan to identify the priority areas of improvement and release of Catalytic Fund to the Deputy Commissioners for undertaking measures to improve SDG performance.               

24.       Before I conclude, I would once again like to thank all the health and frontline workers and the communities who have all contributed to the fight against COVID-19. Despite the pandemic, we have been making strides in various sectors to ensure the overall development of the State. On the 50th Anniversary of our Statehood, I would once again thank all the leaders and all those who participated in the Hill State Movement. It is because of their dream and sacrifices that we are here today. Let us resolve to build a stronger and developed Meghalaya for all its citizens.
