Mawkyrwat, September 29, 2021: The office of the One
Stop Centre, Mawkyrwat today organized an orientation cum sensitization
programme on the services provided by One Stop Centre (OSC) at Multi-Purpose
Hall, DC Office, South West Khasi Hills District, Mawkyrwat.
Speaking on the occasion Shri.
S.C Laloo, MCS, Additional Deputy Commissioner, South West Khasi Hills District
said spoke about the importance of One Stop Centre (OSC) saying that it is a
centre that help and protect women and other oppressed members in society. He
added that OSC will give hope, justice and timely help to people. He urged
people to spread the message about OSC so that others who do not know about it
might get the benefit of the centre and they will not feel shy to approach the
centre for help. Amidst all the hardships that happen in the world he concluded
saying that let us hope for the best and prepare for the worse.
Dr. W.L Narry, District
Nodal Officer, District Mental Health Programme (DMHP), Mawkyrwat spoke on the
topic “Standard operating procedure for health workers to assist women or a
girl child seeking medical support for sexual violence”. He explained the
concept sexual violence and said that sexual violence is very common in
different places in India and even in Meghalaya. He added that sexual violence,
abortion, domestic violence can lead to psychological issues and trauma. He
explained about the medical process followed while examining the victim of
sexual violence saying that immediate treatment should be given to the victim,
collection of sample should be done before 92 hours and emergency contraception
should be done before 72 hours of the incident. He further said that in the
process the history of the incident, collection of specimen, bodily injury
examination and report should be taken up with great details and
authentication. He also informed that for the process or examination the
victim, the person accompanying the victim, the informant and the person accused
will be examined in detail after which the report will be given to the
investigating agency to proceed with court case.
Speaking on the topic “Law
and Legal Aid services applicable for women and children and procedure for
filling Domestic Incident Report (DIR)” Smti. N Hahshah, Panel Lawyer, District
Legal Service Authority (DLSA), Mawkyrwat said that there are numerous violence
against women. She added that violence against women include sexual violence, teasing,
stalking, dowry, sati, acid attack, forced labour, economic abuse and taking
away their rights. She also informed about various legislations for protection
of women and children that include The Immoral Traffic
(Prevention) Act, 1956, The Dowry Prohibition Act, 1961, The Indecent
Representation of Women (Prohibition) Act, 1986, Protection of Women from
Domestic Violence Act, 2005, The Sexual Harassment of Women at Workplace
(PREVENTION, PROHIBITION and REDRESSAL) Act, 2013, The Indian Penal Code,1860, Child
Labour (Prohibition & Regulation) Act, 1986, and about Prostitution. She stressed
that through the Indian Laws relating to Women and Children the Government has given
greater protection, dignity and equality to women. While speaking about
District Legal Services Authority (DLSA) she said that in India, legal services
exist at three levels i.e. the center, state and, the district level. She added
DLSA provides free and competent legal aid in the nature of counseling and
legal advice as well as free legal services in the conduct of cases before
Courts and Tribunals. She further said that DLSA puts restrictions upon the
exercise of privileges accorded by law to those who are well off, and stripped
the rich of their amenities and put the rich and poor on the same footing.
Sharing
on the topic “Services provided at One Stop Centre (OSC) and Referral of cases
to and from different stakeholders” Smti. J. Marbaniang (Centre Manager, OSC,
Shillong said that OSC which was established by the
Ministry of Women and Child Development (WCD), Government of India in 2015 after the
Nirbhaya incident and in Meghalaya it was established in 2016. She explained about
the origin of OSC and the role and functions of OSC.
Informing
people about “181 Women Helpline”, Smti. R Nongbri, Supervisor 181 Women Helpline, Shillong said through this scheme
the Government aimed at providing 24X7 help to women in distress. She also said
that through various service centers like OSC a link is build up with police
department and other concern department to take swift and necessary actions
when women in distress called the number 181 or seek their help. She added that
through 181 Women Helpline centre women can get help regarding several schemes
meant for women. Women can also aired their grievances through the helpline
number +91-9485106181.
In the programme which was

address was given by Miss M. Marwein, Centre Manager, OSC, Mawkyrwat and the
