Pyndenumsaw, Pharmaiong and Shngimawlein Village declared as a “Containment Area”

Mawkyrwat, June 10, 2021: The office of the Deputy Commissioner, South West Khasi Hills Mawkyrwat in exercise of powers conferred under section 2, 3 & 4 of the Epidemic Disease Act, 1897 which has constitute the Meghalaya Epidemic Disease COVID-19 Regulations, 2020 and Amendments thereof for containment of outbreak of COVID-19 issued an order that after detection of positive cases/high risk contacts in specific identified at “Pyndenumsaw, Pharmaiong and Shngimawlein Village” due to recent high risk and low risk contact with the COVID-19 positive cases, vulnerable and affected areas required aggressive contact tracing, quarantined, testing and isolation as well as containment in the interest of Health of general public against any possible spread of COVID-19.

Therefore, the office found it is necessary to declare “Pyndenumsaw, Pharmaiong and Shngimawlein Village” as a “Containment Area” so as to restrict unregulated entry and exit movement on site with measures for due compliance by the public until further orders which include that no person/public shall be allowed to move into the containment area and inhabitants within the Containment area shall not move out. All the inhabitants within the containment area shall strictly remain inside their Home. No gatherings, events, functions whatsoever of any nature and forms shall be allowed. No Social, Political, Religious, Economic activities are allowed. The Incident, Zone - IV, Shri. S. Passah, DCPO, Mawkyrwat, Zonal Magistrate shall be the Supervising Officer and monitor strict compliance of the order. CCMCs shall ensure zero movement in Pyndenumsaw, Pharmaiong and Shngimawlein Village till the containment order is lifted. There shall be no disruption movement, along the PWD road passing through these villages. This Order will not apply to health workers and essential commodities, Press including Electronic & Print Media, Petrol pumps and LPG delivery workforce. All SOPs with regards to the prevention of spread of COVID-19 to be adhered to and if there is any violation of this order they shall entail prosecution under the penal provision of Disaster Management Act, 2005 and I.P.C.  In view of the urgency of the matter, this Order has been made ex parte.

 

DC imposed PROHIBITIONS and promulgate NIGHT CURFEW in SWKHD

Mawkyrwat, May 31, 2021: In pursuance to order of Home (Political) Department, Government of Meghalaya issued on 28-05-2021 and due to a surge in COVID-19 cases in the district and to prevent the district from an uncontrollable surge in COVID-19; Smti. C. Khurkongor, lAS, District Magistrate, South West Khasi Hills District, Mawkyrwat under Section 144 Cr.P.C read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID-19 Regulations, 2020 do hereby impose PROHIBITIONS in South West Khasi Hills District from 5:00 AM of 31^st May, 2021 till 5:00 AM of 7^th June, 2021.

According to the order movement of individuals within the district shall remain prohibited between 9:00 PM to 5:00 AM (Night Curfew) each day and no plying of vehicles other than essential services/ essential commodities is permitted. Political, public, social and religious gatherings are not permitted including conferences, meetings and trainings. Weddings are not permitted until further orders. Funeral gathering to be restricted to 10 persons with prior permission from the Deputy Commissioner/Sub-Divisional Officer (Civil), Ranikor. Any gathering after the funeral in any form is prohibited. Entry of tourists from outside the State will not be permitted and all tourist spots will remain closed. International Border Trade at Borsora, Bagli and Cheragaon shall remain suspended. Sports activities are not permitted. In-situ construction works for Government and Private Projects that do not involve movement of labours are permitted with prior permission from the Deputy Commissioner / Sub-Divisional Officer (Civil), Ranikor. All Markets including weekly hat /Mawkyrwat major market will remain regulated. Shops selling essential commodities at locality will be allowed to open however, all markets and locality shops in the district shall open at 9:00 am and closed at 5:00 pm daily. All Schools and College shall remain closed but Online classes are allowed. Inter-District Movement of persons is not permitted and no person is to step out without valid reasons. For any other travel of an essential or emergent nature permission should be obtain from the Deputy Commissioner, South West Khasi Hills District, Mawkyrwat. It is advised that, unless absolutely necessary, movement of persons to Shillong Urban Agglomeration will not be undertaken. All non-essential movement is discouraged. Those violating the movement protocol or furnishing false self-declaration shall be liable for penal action as per law.

The order granted certain Exemptions that include Health services including emergency services, Medical Teams and Officials on COVID-19 vaccination at Mawkyrwat CHC, Agriculture and Veterinary services, Movement of Essential goods, Home Delivery Services, Goods Vehicles and Supply of Medicines and Pharmaceuticals, Persons travelling on Essential Government Duty viz., National Informatics Centre, Mawkyrwat, Police, Security and Armed Forces, Civil Defence and Home Guards, Fire and Emergency Services, Telecommunication Services and MePDCL, Water Supply (PHE), Fair Price Shops and LPG distributor, Information and Public Relations Department, Banks & Post, Print & Electronic Media, Medical emergencies, Farming activities in rural areas, MGNREGA activities in rural areas. However, all permitted activities are subject to strict compliance of the SOPs issued by the Health & Family Welfare Department like wearing of double masks, maintaining of social distance (2 meters) and hand washing should be mandatorily adhered to.

DC imposed complete lockdown to four villages in SWKHD including Mawkyrwat Market from 24-31 May, 2021

Mawkyrwat, May 19, 2021: The Deputy Commissioner, South West Khasi Hills District (SWKHD),  Mawkyrwat issued and Order imposing complete lockdown to four villages namely Mawkyrwat, Mawlangwir, Mawten and Nonglang village including Mawkyrwat Market. The Order was made in continuation to order No. SWK/COVID-19/ORDERS/Pt-II/44, dated 17/05/2021 and due to a rapid surge in COVID-19 cases in the District and to prevent the District from an uncontrollable surge in COVID-19.

According to the Order there will be complete lockdown will be enforced at Mawkyrwat, Mawlangwir, Mawten and Nonglang villages w.e.f 24^th May, 2021 from  5:00 AM till 5:00 AM of  31^st  May, 2021. Funeral gathering to be restricted to 10 persons with prior permission from the Deputy Commissioner and any gathering after the funeral in any form is prohibited. All Government Offices/ Banks / Post office/ Schools/ Colleges / institutions etc in the above villages shall be close down during the period except those in the exempted. Mawkyrwat Market will be closed down completely. Entry of persons into Mawkyrwat , Mawlangwir, Mawten and Nonglang villages are prohibited during the period. People are prohibited to move out of their house unnecessarily. All kinds of public gathering are strictly prohibited. State Bank of India, Mawkyrwat Branch is allowed to open strictly for Government transaction. The ATM located within premises of the bank will be allowed to operate and to be strictly regulated by the bank’s Security Guard. All locality shops, farming activities, MGNREGS, fishing, domestic workers, sport activities and loitering are strictly prohibited.

Mawkyrwat, May 17, 2021: In compliance to order issued by the Government of Meghalaya on the 15^th May, 2021 and in continuation to order issued on 10^th May, 2021 and due to a surge in COVID-19 cases in the district and to prevent the district from an uncontrollable surge in COVID-19; the office of the Deputy Commissioner, South West Khasi Hills District, Mawkyrwat issued an Order imposing prohibition in the whole district of South West Khasi Hills District.

According to the Order, Lockdown is enforced in the entire District from 5:00 AM of 22^nd May, 2021 till 5:00 AM of 24^th May, 2021. Political, public, social and religious gatherings are not permitted including conferences, meetings and trainings. Weddings are not permitted until further orders. Funeral gathering to be restricted to 15 persons with prior permission gathering after from the Deputy Commissioner. Any the funeral in any form is prohibited. Entry of tourists from outside the State will not be permitted and all tourist spots remain closed. International Border Trade remain suspended. Sports activities are not permitted. All Markets including weekly hat /market remain closed during the period of lockdown. Only shops selling essential commodities at locality will be allowed to open. All markets in the district shall be closed at 6:00 pm daily. All Schools and College shall remain closed. Online -classes are allowed. Inter-District Movement to/ from Shillong Agglomeration, Jowai town, Tura town and any other containment area will be restricted. For any other travel of an essential or emergent nature permission should be obtain from the Deputy Commissioner. Mawkyrwat, May 18, 2021: The office of the Deputy Commissioner, South West Khasi Hills Mawkyrwat in exercise of powers conferred under section 2, 3 & 4 of the Epidemic Disease Act, 1897 which has constitute the Meghalaya Epidemic Disease COVID-19 Regulations, 2020 and Amendments thereof for containment of outbreak of COVID-19 issued an order that after detection of positive cases/high risk contacts in specific identified at “Nonglang and Balat Village” due to recent high risk and low risk contact with the COVID-19 positive cases, vulnerable and affected areas required aggressive contact tracing, quarantined, testing and isolation as well as containment in the interest of Health of general public against any possible spread of COVID-19.

Therefore, the office found it is necessary to declare the house and compound of “Shri. Tishinroy Shylla and Smti Baleisha Sangma” as a “Containment Area” so as to restrict unregulated entry and exit movement on site with measures for due compliance by the public until further orders which include that no person/public shall be allowed to move into the containment area and inhabitants within the Containment area shall not move out. All the inhabitants within the containment area shall strictly remain inside their Home. No gatherings, events, functions whatsoever of any nature and forms shall be allowed. No Social, Political, Religious, Economic activities are allowed. The Incident, Zone - V, Shri. O L. Passah, Superintendent of Fisheries who is looking after Nonglang, and the Incident, Zone – V, Shri. W. Wahlang, Range Officer, Border Area Soil & Water Conservation, Ranikor, who is looking after Balat and Zonal Magistrate shall be the Supervising Officer and monitor strict compliance of the order.
