24, 2020: Members of the Meghalaya Legislative Assembly
Committee on Women Empowerment today held an interaction programme with the
District Administration of South West Khasi Hills District at Multi-purpose
Hall, DC Campus, Mawkyrwat where Dr. M. Ampareen Lyngdoh, MLA East-Shillong
Constituency, Chairperson of the Meghalaya Assembly Standing Committee for the
Empowerment of Women, shri Himalaya M. Shangpliang, MLA Mawsynram, Shri. Mayralborn
Syiem, MLA Nongpoh Constituency, shri. Rupert M. Momin, MLA Kharkutta, smt.
Miani D'Shira, MLA Ampati Constituency, shri. Renikton Lyngdoh Tongkhar, MLA
Mawkyrwat, smt. Caramai Kharkongor IAS, Deputy Commissioner, South West Khasi
Hills District, shri. M.B Syiem, MPS, SP, South West Khasi Hills District and
officials from different departments were present during the programme.
Smt. Caramai Kharkongor, IAS, Deputy
Commissioner welcomed the gathering and briefed the committee regarding about
the various aspects of women empowerment and related issues in the District.
She informed that the maternal mortality rate due to anaemia in the district is
quite high, 58% of those enrolled in Meghalaya Health Insurance Scheme are
women and Home Visit in the district has almost covered 90%. She also said that
awareness programme regarding POCSO Act, 2012, Juvenile Justice (Care and
Protection of Children). Act, 2015 and Women Empowerment have been conducted at
village level. She also informed that around 890 families have been given
essential commodities to aid people during COVID-19.
Initiating the discussion, the
Chairperson Dr. M. Ampareen Lyngdoh informed that the intention of the
interaction programme is to discuss the issues faced by women and children, to bring
upliftment to the district, but to create some sort of awakening to all line
departments in the district to the interest of the people and it is not to find
fault with the district administrations or government departments in the
District.
Addressing during the meeting,
Member and MLA H.M. Shangpliang ask the district to take review and report
about healthcare issues in the district that include low institutional delivery
which is only 9%, Pradhan Mantri Matru Vandana Yojana (PMMVY) scheme out of
2812 women who got the scheme how many women came to hospital for delivery, IMR
and MMR status and other related issues. He also said that Girl child or young boys
are not suppose to engage in coal mining or child labour. He reiterated that women
and children are to be protected.
Shri. Rupert M. Momin, MLA Kharkutta,
said that the committee did not come to pin point the loopholes of the district
but to understand the problems faced by the district and to find ways to bring
development in the district. He concluded the interaction programme saying that
they have come to encourage the district administration, to learn from each
other and sharing of ideas so that we can serve the people better.
During the meeting, Member and MLA,
Miani D. Shira raised the issue of the recent incident regarding the incident
at Tihiang River where 6 people drowned.
Shri. Renikton Lyngdoh Tongkhar
asked the DM&HO to find out the main problems as to why patients from
Mawkyrwat are referred to Shillong from time to time. He expressed his concern
over lack of healthcare infrastructure and backwardness of the district
regarding healthcare. He stated that the IMR and MMR in the district according
to his knowledge and data is low but this does not mean that all cases have
been reported. He was also given the task to conduct a review meeting with
several departments of the districts and submit the report to the Committee
after 3 weeks time.
As per the information provided by
the Superintendent of Police, Shri Maxwel B. Syiem, there has been 54 cases
under POSCO Act in the district in the last one year out of which 47 have been
disposed of while 7 are pending. He also
said that there is a one Women Police Station however there are only few
personnel to run it. He added that 5 cases have been registered last one year for
crime against women under Women Police Station.
Shri. L. Lyngdoh, District Social
Welfare Officer, stated that there is only one girls home in the District which
can hold the capacity of only 20 girls and at present there are only 14 girls.
The backgrounds of the girls admitted there are mostly because of family
distress, orphans and some are because of sexual assault.
Dr. F.R. Lartang, DM&HO, SWKHD
informed that from March to August, 2020 the infant mortality rate in the
district is 48 while maternal mortality rate is 5. He also informed that the
district do not have an operation theatre, surgeon, paediatrician,
gynaecologist, blood bank technician and other infrastructural requirements. He
added that the district 2 CHCs and 4 PHCs, 9 ambulances and very few doctors in
the district. He admitted that some health centres in the district are not
functional because of lack of personnel and infrastructural issues.
Smt. H. Sahkhar, CDPO, Mawkyrwat
informed that there are 428 Anganwadi worker and Helper in the District. For
the year 2020-21 the position of nutrition of women include 21452 beneficiaries
in first quarter, 21772 beneficiaries in the second quarter and the children
population of the District 0-6 years are 8100 at Mawkyrwat and 9924 in Ranikor.
Mawkyrwat BDO, shri. F.B Basan, MCS,
informed that 55% of job card holders in Mawkyrwat C&RD Block are women and
also there are 776 SHGs which helps in women empowerment while shri. L.G.M.
Kharmih, MCS, informed that 52% of job card holders in Ranikor C&RD Block
are women.
