Meghalaya Day Observed at Mawkyrwat

Mawkyrwat, January 21, 2021:Meghalaya Day was also observed today in  South West Khasi Hills District, Mawkyrwat in a befitting manner in a programme which was held at the Multipurpose Hall, DC Office. 

Smti. C. Kharkongor, IAS, Deputy Commissioner, South West Khasi Hills District, Meghalaya recollected the nostalgic moment when (L) Indira Gandhi, India’s first woman Prime Minister set foot at Polo Ground in Shillong on January 21, 1972 and officially announced the birth of Meghalaya as a state carved out of Assam.She said that the formation of Meghalaya have brought a holistic development to the state where roads have improved, educational institutions have increased, hospitals have been built in every district, job opportunities have increased, tourism sector have become so popular besides other developments. She added that government schemes are properly implemented for the welfare of people many have benefitted  at the  grass roots level where every scheme reached the beneficiaries so that they can live a better life, and become useful citizen of society. She also mentioned that celebration of Meghalaya day should not end only in celebration but should rejuvenate the spirit of hard work, selfless sacrifice to build our state for the future generation. She recalled that that it was not easy for the freedom fighters in fighting against the attainment of statehood.She  therefore reminded officials and others to rededicate and resolve to work hard towards growth and development  so that our  state grow up to become mature enough  through our sincere efforts and dedication.

 

Smti. J.U Kharpuri, MCS, ADC gave a brief detail on the  History of evolvement of Meghalaya as a StateShe said that we are no stanger to this celebrating this day because this day reminds ourselves that we are part and parcel of the state. She noted that Meghalaya known as “Abode of the Clouds” which whose name was coined by the geographer Shri. S.P Chaterjee, was formed by carving out two districts from the state of Assam: the United Khasi Hills and Jaintia Hills, and the Garo Hills on 21 January 1972. She stated that even before India’s Independence, Meghalaya was a semi-independent rule state under the British era because of the existing of the traditional system of ruling through the Kings. She also mentioned that when Bengal was partitioned on 16 October 1905 by Lord Curzon, Meghalaya became a part of the new province of Eastern Bengal and Assam. However, when the partition was reversed in 1912, Meghalaya became a part of the province of Assam but on 3 January 1921 in pursuance of Section 52A of the Government of India Act of 1919, the governor-general-in-council declared Meghalaya, other than the Khasi states, as “backward tracts”. It was on 1969 that an Autonomous status was given to Meghalya with 37 members in the Legislature and later conferred its full statehood on on January 21st, 1972 with a full-fledged legislature of its own. As we celebrate the 49th year of statehood she recalled the contributions made by Hill State Movement leaders like (L) Shri Williamson A Sangma, (L) Shri Hopingstone Lyngdoh, Shri. B.B. Lyngdoh etc and the contributions of freedom fighters like U Tirot Sing, Pa Togan Sangma, Kiang Nongbah and others. She also said that Meghalaya is now the tourism hotspots of the country and the achievement of the district is because of the hard word and dedication of the officers in the district and their collaboration with the people. Therefore, she urged officials and people to work harder so that our land grow and developed in a more better way. She concluded saying that “Let us learn from simple people and let us make a difference for our state and country as a whole”.

COVID-19 Vaccination launched at SWKHD

 Mawkyrwat, January 21, 2021: COVID-19 vaccination was launched today at South West Khasi Hills District (SWKHD)  in a programme organized by the District Medical & Health Officer, SWKHD, Mawkyrwat held at Corona Care Centre Mawkyrwat.

Speaking on the occasion Smti. C. Kharkongor, IAS, Deputy Commissioner, SWKHD, Mawkyrwat said that the whole universe is affected by this COVID-19 pandemic and this deadly virus have taken many precious life and hoped that the vaccination process will help tremendously in this fight against the spread of COVID-19. She informed that the vaccination process will  be rollout in three phases which will first cater to the health workers, frontline workers, people above 50 years of age and the general public.  She also said that people below 18 years, lactating mothers, pregnant women and those people who have just received vaccination should not be vaccinated with Covishield. She therefore, urged health workers to grab the opportunity of being the first ones to be vaccinated and promote a positive vibe so that people will not believe in hearsay but take the vaccination to protect themselves, their family, society and district at large. She noted that Meghalaya have been doing fairly well in the fight against COVID-19 and our contribution through the vaccination process will help in making our state better off in the fight.

Dr. Teilang Kharsyiemlieh, Medical Officer, Mawkyrwat said that we should be thankful to the government of India and the Scientific community for their hard work to develop a vaccine in the fight against COVID-19 for past one year. He informed the gathering about the two COVID-19 vaccines, the Covishield which was developed by Serum Institute of India (SII), Pune and the Covaxin developed by Bharat Biotech, Hyderabad. He also mentioned that the vaccines are very effective and till date only 10 people have adverse effect because of other health related problems. Therefore, he said that according to the Government of India the vaccines are quite safe and effective to fight the pandemic. He also informed about the three phases of vaccination rollout and the people who are to restrain from being vaccinated like the lactating mothers, children below 18 years, pregnant women and people above 50 years who are having comorbities.

The World Health Organization (WHO) member, Dr. J. Takkar who was part of the vaccination process said that the vaccine is quite safe and people should avail the vaccination without any fear.

It is to be noted that the District Medical and Health Officer, SWKHD, Mawkyrwat, Dr. F.R. Lartang who chaired the programme was the first person to be vaccinated during a programme and shared that he felt normal after receiving the vaccination. Miss. Banisha Thongni, District Programme Manager for COVID-19 delivered the vote of thanks and said that even after the vaccination we should remember to wear mask, wash our hands regularly, follow social distancing norms and adhere to the protocols issued by the Ministry of Health and Family Welfare.

DC extends the promulgation of NIGHT CURFEW order under section 144 Cr.P.C at SWKHD

 Mawkyrwat, January 05, 2021: In continuation to the Curfew Order issued on 22nd December, 2020 by the District Magistrate, South West Khasi Hills District, Mawkyrwat and in order to put in place preventive and mitigation measures so the pandemic of COVID-19 is contained, reduced and eliminated in South West Khasi Hills District and Meghalaya. Therefore, Smti. C. Kharkongor, IAS, District Magistrate, South West Khasi Hills District, Mawkyrwat promulgate NIGHT CURFEW in South West Khasi Hills District with effect from 5th January, 2021 to 12th January, 2021 from 10.00 P.M to 5:00 AM daily under Section 144 Cr.P.C read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID-19 Regulations, 2020.

As per the Order movements of individuals within the district shall remain prohibited between 10.00 P.M to 5:00 AM (Night Curfew) each day and no plying of vehicles other than essential services/essential commodities is permitted. The Order will not apply to Medical Team and officials on COVID-19 duty, Police, Security and Armed Forces, Civil Defense and Home Guard volunteers, Wholesale and Retail Pharmacies, Fire & Emergency Service, MeECL & Power Grid, Officers and Staff of Corona Care Centers, Press, Print & Electronic, Information& Public Relations Department, National Highways & Infrastructure Development Corporation Ltd (NHIDCL) and Telecom service. However, these services shall strictly comply with all protocols and procedures including social distancing, limiting of field staff to the barest minimum and other advisories of Government in the Health and Family Welfare Department, WITHOUT FAIL. Also, movement of vehicles carrying essential goods, security forces, medical equipments and shops for repair of trucks on highways is exempted. However, drivers and attendants of the vehicles shall be subject to medical screening as per laid down protocols.

Curfew passes for timing falling between 10:00 PM to 5:00 AM with effect from 5th January, 2021 (Tuesday) upto 12th January, 2021 (Tuesday) to be obtained from Transport Cell, Office of the Deputy Commissioner, South West Khasi Hills District.

Any person violating the order will be liable to be proceeded against as per the provisions of Section 51-60 of the Disaster Management Act 2005 and Section 188 of the IPC. In view of the urgency of the matter, this order has been made ex-parte.

Kharkongor, IAS, District Magistrate, South West Khasi Hills District, Mawkyrwat promulgate NIGHT CURFEW in South West Khasi Hills District with effect from 22nd December,m 2020 to 1st January, 2021 from 10.00 P.M to 5:00 AM daily under Section 144 Cr.P.C read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID-19 Regulations, 2020. However, Night Curfew will be lifted on the nights of the 24th, 25th and 31st December, 2020 in view of the ensuing Christmas and New Year celebrations being observed in the District.

The Order will not apply to Medical Team and officials on COVID-19 duty, Police, Security and Armed Forces, Civil Defense and Home Guard volunteers, Wholesale and Retail Pharmacies, Fire & Emergency Service, MeECL & Power Grid, Officers and Staff of Corona Care Centers, Press, Print & Electronic, Information& Public Relations Department, National Highways & Infrastructure Development Corporation Ltd (NHIDCL) and Telecom service. However, these services shall strictly comply with all protocols and procedures including social distancing, limiting of field staff to the barest minimum and other advisories of Government in the Health and Family Welfare Department, WITHOUT FAIL. Also, movement of vehicles carrying essential goods, security forces, medical equipments and shops for repair of trucks on highways is exempted. However, drivers and attendants of the vehicles shall be subject to medical screening as per laid down protocols.

Curfew passes for timing falling between 10:00 PM to 5:00 AM with effect from 22nd  December, 2020 (Tuesday) upto 1st January, 2021 (Friday) to be obtained from Transport Cell, Office of the Deputy Commissioner, South West Khasi Hills District.

Any person violating the order will be liable to be proceeded against as per the provisions of Section 51-60 of the Disaster Management Act 2005 and Section 188 of the IPC. In view of the urgency of the matter, this order has been made ex-parte.

DRY DAY declared in the entire of South West Khasi Hills District

 Mawkyrwat, December 22, 2020 : The Deputy Commissioner (Excise) of South West Khasi Hills District, Smti. C. Kharkongor, IAS, in exercise of the powers conferred by section 324. A of M.E Act (Assam Excise Rules as adopted), has declared DRY DAY in the entire South West Khasi Hills District on the 25th December, 2020 on account of CHRISTMAS FESTIVAL and 1st January, 2021 on account of NEW YEAR’S DAY.

As per the order all liquor shops/IMFL shops/Bars/Hotels/C.A Bars/C.S shops/ and out still stalls shall remain closed on the above mentioned date. Violation of the above order will amount to punishment as per Excise Rules and Acts.
