October 29, 2020: The observation of National Disaster Risk
Reduction Day, 2020 organised by the District Disaster Management Authority
(DDMA) South West Khasi Hills District, Mawkyrwat at Multipurpose Hall, DC
Office, Mawkyrwat went on meaningfully today where village headmen and leaders
attended the gathering.
Speaking
on the occasion, Miss Caramai Kharkongor, IAS, Deputy Commissioner South West
Khasi Hills District (SWKHD), Mawkyrwat, spoke about the two types of disaster
namely man-made and natural disaster and urged people to be prepared at
grassroots level to reduce destruction and loss of life in case of disaster.
She informed that Meghalaya is located in Seismic Zone – V, which is highly
vulnerable to earthquakes and apart from earthquakes, it is affected by a
number of landslides, storms, flash floods, fire accidents and other kinds of
hazards. She encouraged village leaders to have a log book to record important
contact numbers of government officials in the district, to have a list of all
elderly, children and disabled person who would require immediate support on
event of disaster. She added that ‘if we provide help at the earliest the
difference is between life and dead”. She also encouraged village leaders to
have a Village Disaster Management Plan (VDMP) and have a stock of medicine,
clothes and other essential commodities as part of preparedness in case of
disaster.
Shri
S. Paslein DySP, SWKHD, Mawkyrwat spoke on the topic, “Role and Responsibility
of Police in case of Disaster”. He said that law and order issues like stealing,
looting, oppression etc are prevalent in case of disaster therefore police
department need to take active role during disaster. Traffic management is
another responsibility to the department. Police Department also work in close
collaboration with other departments like with Fire and Emergency Services,
civil defence, supply and other emergency services like search and rescue
works. Through the MPRO branch the department also provide the administration
with immediate information for necessary action.
Speaking
on the topic “Role of Civil Defence in Disaster Management”, Shri. Willy
Nonglang, Deputy Controller of Civil Defense and Officer Commanding Home Guard,
Nongstoin i/c Mawkyrwat said that the main task of the department is saving
life, prevention, mitigation, preparation, response or emergency, evacuation, and
recovery. He added that Civil Defence is actively involved in Pre /before,
during & after / post Disaster. In pre-disaster the role is to educate
people at grass-roots level liaising with DDMA in holding training, awareness
programme, regular mock exercises etc, and Sensitising Govt. Servants. During
disaster the Civil Defence act as responders, Co-ordinate with other rescue
agencies, assesses police/ traffic police in ensuring smooth movement of
vehicles in affected areas, Search and Rescue, First Aid (manning FA Posts.), Transportation
of casualties/ helping in evacuation, Welfare and relief, work with Supply
department and Corpse Disposal. After disaster the department works with
Welfare/ relief service, Security, Corpse Disposal Service.
Salvage Service, Helping the local
administration in assessing the extent of loss to life & property, and
providing Reports. He concluded saying that “Civil Defence is essentially the
defence of citizens by citizens and unless the common man and woman is made
civil defence minded, the organisation will fail to achieve its object. It is
very necessary to secure maximum public cooperation”.
Dr.
F.R Lartang, DM&HO, SWKHD gave a presentation on the Role of Health
Department in Disaster Management. He said that the role of health
department is to detect and monitor diseases outbreak, to monitors trends of
occurrence non-communicable and communicable diseases, strengthening of public
health, Training and deployment of Rapid Responds Team and help people overcome
from trauma (Mental health and psychological care) caused by the disaster. He
added that the fundamental obligations of public health agencies is to prevent
epidemics and the spread of diseases, protect against environmental hazards, to
promote and encourage healthy behaviours and mental health, to respond to
disasters and assist communities in recovery.
The
District Disaster Management Officer (DDMO) Shri. E. S. Langshiang chaired the
gathering and also gave a presentation on the topic, “Village Disaster
Management Plan (VDMP)” and briefed the gathering on Disater Scenario in
Meghalaya. He also said that South West Khasi Hills is also vulnerable to
natural disaster and one of such incident is the loss of lives of 6 persons
during flash flood on 22nd September 2020 at Tihiang River. He
concluded saying that “preparedness and vigilance are the best tool in case of
disaster”.
